The national recovery and sustainability plan aims to help the economic and social recovery from the crisis caused by COVID-19. A set of measures and reforms aimed at restoring the growth potential of the economy are foreseen. The plan lays the foundations for the convergence of the economy and incomes to the Central Europe one, as well as for a green and digital transformation, in the context of the ambitious goals of the Green Deal.

The component is part of the "Innovative Bulgaria" pillar and aims to increase the quality of education with an emphasis on acquiring analytical skills and developing creative processes. Also, the component focuses on the acceleration of modernisation and digitalisation of educational approaches, methods and practices.
2.Scientific research and innovation
The component is part of the "Innovative Bulgaria" pillar and aims to provide a favourable environment for the implementation of new products and processes and the development of innovative enterprises by strengthening and stimulating scientific activity in higher education institutions, as well as the overall improvement of the scientific research system.
3.Smart Industry
The component is part of the "Innovative Bulgaria" pillar and aims to increase the productivity of Bulgarian enterprises and implement new technologies, which will support economic growth, higher employment and labour income.
4.Low carbon economy
This component is part of the "Green Bulgaria" pillar and aims to reduce the carbon footprint and energy intensity of the economy and support the green transition.
5.Biodiversity
The component is part of the "Green Bulgaria" pillar and aims to effectively manage the National Ecological Network and protect and restore ecosystems and natural habitats and species of European and national importance to stop the loss of biological diversity.
6.Sustainable agriculture
The component is part of the "Green Bulgaria" pillar and aims to increase the sustainable management and competitiveness of the agricultural sector through measures to improve the economic sustainability of the sector in the context of climate change.
7.Digital connectivity
The component is part of the "Connected Bulgaria" pillar and aims to build a modern and secure digital infrastructure, increase investments with high capacity and high cyber resilience, technological sovereignty and leadership in network and information security.
8.Transport connectivity
The component is part of the "Connected Bulgaria" pillar and aims to reduce the carbon footprint of the transport sector through investments in the modernisation and digitalisation of the railway segment.
9.Local development
The component is part of the "Connected Bulgaria" pillar and aims to increase the competitiveness and sustainable development of the country's regions, as well as the promotion of local development.
10.Business environment
The component is part of the "Fair Bulgaria" pillar and aims to effectively strengthen the potential for sustainable growth and increase the sustainability of the Bulgarian economy by addressing disincentives in the business environment and deploying the potential of e-government for its improvement.
11.Social Inclusion
The component is part of the pillar "Just Bulgaria" and aims to promote the social inclusion of vulnerable groups (people with disabilities, the elderly and children, persons and families in a disadvantaged position, etc.) and increase the quality and expand the scope of social services provided, the introduction of integrated approaches in the provision of social services, as well as the development of integrated services.
12.Healthcare
The component is part of the "Just Bulgaria" pillar and aims to improve the ability of the health system to guide public health activities, increase the resilience of the health system to shocks, as well as increase the population's access to quality and timely health care.
