The component is part of the pillar "Just Bulgaria" and aims to promote the social inclusion of vulnerable groups (people with disabilities, the elderly and children, persons and families in a disadvantaged position, etc.) and increase the quality and expand the scope of social services provided, the introduction of integrated approaches in the provision of social services, as well as the development of integrated services.
The component includes a total of two (2) reforms aimed at changes in the sphere of minimum incomes and in the sphere of social services and seven (7) investments.
Investment "Modernisation of the Employment Agency" is aimed at increasing the efficiency and quality of the services provided by the Employment Agency to clients - job seekers and employers, creating a safe environment, protecting citizens' data, as well as facilitating access to services for individuals with different characters and needs, including persons with disabilities, Roma, etc. vulnerable groups on the labour market, inactive persons, as well as persons and families subject to social support and seeking new or additional work (employed or pensioners with low incomes, students)
- The beneficiary of the program is the Employment Agency;
- The total budget of the project is BGN 31 million, of which BGN 26 million is financed by the Recovery and Sustainability Mechanism and BGN 5 million is financed by the state budget.
Investment "Modernisation of the Social Assistance Agency" aims to increase the efficiency and quality of the provided administrative services in the system of social assistance and child protection, create a safe environment, protect citizens' data, as well as improve access to services for persons with different disabilities, renovating part of the building fund and minimizing the costs of maintenance and management of territorial structures of the Social Assistance Agency.
- The beneficiary under the program is the Agency for Social Assistance.;
- The project's indicative resource is BGN 8.1 million excluding VAT with a source of funding from the Recovery and Sustainability Mechanism.
Investment "Modernization of long-term care" aims to support the continuation of the reform of the system of social services, incl. for long-term care, by financing the construction and equipment of new social and integrated health and social services for residential care and accompanying specialized and advisory social services for persons with disabilities and the reforming of existing homes for the elderly. Conditionally, the project is divided into two components - Component 1 "Continued support for deinstitutionalization of care for the elderly and people with disabilities" and Component 2 "Increasing the energy efficiency of the social infrastructure for the provision of social services, an activity delegated by the state".
Within Component 1, 2 subcomponents will be implemented: - Subcomponent 1.1 - Construction and equipment of new social and integrated health and social services for residential care and accompanying specialized and advisory social services for persons with disabilities and Subcomponent 1.2 - Implementation of construction activities and supply of equipment and furnishings to reform existing homes for the elderly.
- Beneficiaries of the project will be the municipalities in the Republic of Bulgaria;
- The total budget of the project is BGN 753 million, of which BGN 643.2 million is financed by the Recovery and Sustainability Mechanism and BGN 109.8 million is financed by the state budget.
Investment "Provision of aids for persons with permanent disabilities" will be achieved by implementing the main activities of the project, which include: 1) provision and financing of high-quality and high-tech technical aids for people with permanent disabilities; 2) provision and financing of aids for people with permanent disabilities to create an accessible environment; 3) provision of training for people with disabilities.
- Beneficiaries of the program are the Ministry of Labor and Social Policy in partnership with the "Social Protection" Fund, the Agency for Social Assistance and the Agency for People with Disabilities, according to the planned stages for the individual project activities.;
- The total budget of the project is BGN 24 million including VAT, of which BGN 20 million is financed by the Recovery and Sustainability Mechanism.
Investment "Development of the social economy" consists of two components: 1) development of regional administrative capacity for modernization of enterprises of the social and solidarity economy and introduction of individualized software, hardware, network and placement solutions and 2) digital platform (ecosystem) for promoting the social and solidarity economy. Through component 1 and component 2, the project proposal contributes both to the recovery and sustainability of social enterprises, and to the creation of an environment for the effective development of all subjects of the social and solidarity economy.
- The beneficiary of the program is the Ministry of Labor and Social Policy;
- The total budget of the project is BGN 26 million including VAT, of which BGN 25 million is financed by the Recovery and Sustainability Mechanism.
Investment "Development of the cultural and creative sectors" envisages, through legislative reform, decentralization and implementation of programs, to increase the effectiveness, efficiency and expediency of the actions of the Ministry of Culture, taking into account the current challenges, needs and expectations in the sector of cultural and creative industries. A dedicated activity is planned for increasing the administrative capacity of the administration's employees and increasing the skills and competencies in the context of the digital transition - for the representatives of culture and creative industries.
- The beneficiary of the program is the administration in KTI of public, municipal and independent operators; public, municipal and private cultural operators; KTI from "main cultural" sub-sectors: archives, cultural heritage, museums, and theatre; KTI from sub-sectors with separate value creation chains: video and film, music, visual arts, books and press, architecture; independent artists, private entities, commercial or non-commercial, and non-governmental organizations established as legal entities in Bulgaria and the EU, whose main activity is in the field of the cultural and creative sector;
- The total budget of the project is BGN 96 million, of which BGN 79 million is financed by the Recovery and Sustainability Mechanism.
Investment "Digitisation of collections of museums, libraries and archives" aims to carry out a comprehensive reformation of the state's policies on digitization, preservation, preservation and promotion of cultural heritage, and to ensure free access to all interested parties to the cultural wealth of the country, on an equal footing and without restriction.
- Beneficiaries of the program are the Ministry of Culture, Bulgarian National Radio, Bulgarian National Television, Bulgarian Telegraph Agency and State Agency "Archives;
- The total budget of the project is BGN 68 million, of which BGN 59 million is financed by the Recovery and Sustainability Mechanism.
