The component is part of the "Connected Bulgaria" pillar and aims to reduce the carbon footprint of the transport sector through investments in the modernisation and digitalisation of the railway segment

The component includes a total of five (5) reforms and seven (7) investments. The reforms focus on: updating the strategic framework of the transport sector; conceptual new management of road traffic safety in a single integrated strategic framework for the period 2021-2030; sustainable urban mobility; ensuring effective access to integrated public transport; electric mobility.

Investment "Implementation of the European Train Management System (ETMS) on-board equipment of mainline zero-emission electric locomotives and zero-emission electric railcars" targets new locomotives and other new railway vehicles ordered after 1 January 2012 or put into service after 1 January 2015, to be equipped with ETMS, except for those running on regional lines. Through the equipment, interoperability with the road equipment of at least 108 mainline zero-emission electric locomotives and zero-emission electric motor trains will be achieved.

  • Beneficiaries of the program are railway carriers licensed to operate on the entire railway network of Bulgaria;
  • The project's indicative resource is BGN 63 million excluding VAT with a source of funding from the Recovery and Sustainability Mechanism.

Investment "Carrying out a reform in the service of passengers by rail transport in suburban and interregional directions, by purchasing new rolling stock" aims at a radical improvement of the mobility of the population in the country by helping to transfer trips from individual transport to public electric rail transport, reducing the carbon footprint of transport on the environment, speeding up rail travel and increasing the frequency of service to the population.

  • The beneficiary of the program is the Ministry of Transport and Communications;
  • The total budget of the project is BGN 665 million without VAT with a source of funding from the Recovery and Sustainability Mechanism.

Investment "Digitalisation of the wide-ranging TEN-T network through the implementation of ETMS, level 2 in the railway section Ruse - Kaspichan" includes the construction of an optical cable network, as well as connect with the already built sections, which will satisfy the requirements of the railway infrastructure and railway carriers for a long period, ensuring the management and servicing of the trains, the administrative and operational management of the stations and units of the State Railway Company "NKŽI" and the railway operators in the sections included in the scope of the project.

  • The beneficiary of the program is the State Enterprise "National Railway Infrastructure Company";
  • The project's indicative resource is BGN 205 million, with the intensity of the grant being 100%.

Investment "Construction of an intermodal terminal in the North Central Planning Region in Bulgaria - Ruse" offers benefits of reduced costs for consumers, reduction of air pollution and reduction of climate change costs. In general, the investment will contribute to the socio-economic development of the region of the city of Ruse and the North Central Planning Region in Bulgaria.

  • The beneficiary of the program is the State Enterprise "National Railway Infrastructure Company";
  • The total budget of the project is BGN 51 million, of which BGN 44 million is financed by the Recovery and Sustainability Mechanism and BGN 7 million is financed by the state budget.

Investment "Improving road traffic safety in the Republic of Bulgaria by creating conditions for sustainable road safety management" aims to improve the safety of Bulgarian roads by the priorities of European and national policy in the field and limit the risk of road traffic accidents and reducing injuries by targeting key underlying road safety management processes.

  • The beneficiary of the program is the State Agency "Road Traffic Safety";
  • The total budget of the project is BGN 12 million including VAT (20%), which will be provided with national co-financing.

Investment "Ensuring sustainable transport connectivity through the construction of Stage 3 of Line 3 of the metro in Sofia - metro station "Hadji Dimitar" - residential area "Levski-G" aims to build an infrastructure on which only zero-emission rolling stock will be operated – electric locomotives.

  • The beneficiary of the program is Metropolitan Municipality - Metropolitan EAD;
  • The project's indicative resource is BGN 217 million with a source of funding from the Recovery and Sustainability Mechanism.

Investment "Green Mobility" - a pilot scheme to support sustainable urban mobility through measures for the development of ecological, safe, functional and energy-efficient transport systems" aims at the full deployment of policies to support the growth of cities and their sustainability, through the implementation of integrated measures for sustainable urban mobility, such as the integration of zero-emission vehicles in public transport, the implementation of infrastructure measures for safe urban mobility and accompanying integrated measures to provide charging stations for public transport vehicles and ITS, etc.

  • The beneficiary of the program is the Ministry of Regional Development and Public Works, Managing Authority of the 2021-2027 "Development of the Regions" program, as well as partnerships of city municipalities and public transport operators. 40 urban municipalities with populations of over 15,000 inhabitants can participate in the partnerships, in particular Vratsa, Lovech, Lom, Montana, Troyan, Gabrovo, Gorna Oryahovitsa, Sevlievo, Razgrad, Svishtov, Silistra, the city of Dobrich, Targovishte, Shumen, Sliven, Yambol, Nova Zagora, Aytos, Karnobat, Kazanlak, Svilengrad, Harmanli, Dimitrovgrad, Kardjali, Haskovo, Asenovgrad, Velingrad, Smolyan, Pazardjik, Peshtera, Panagyurishte, Karlovo, Botevgrad, Gotse Delchev, Dupnitsa, Kyustendil, Pernik, Petrich, Samokov, Sandanski;
  • The total budget of the project is BGN 100 million, of which BGN 97 million is financed by the Recovery and Sustainability Mechanism.
