The component is part of the "Fair Bulgaria" pillar and aims to effectively strengthen the potential for sustainable growth and increase the sustainability of the Bulgarian economy by addressing disincentives in the business environment and deploying the potential of e-government for its improvement.

The component includes a total of twelve (12) reforms and eleven (11) investments. The reforms unfold a variety of goals, some of which are accessible, efficient and predictable justice; countering corruption; strengthening the bankruptcy procedure; digital reform of the Bulgarian construction sector; improving the anti-money laundering framework; and others.

Investment "Upgrading the Center for Aerospace Observations (CA) - Ministry of the Interior to achieve national importance in space policy, fulfilling European requirements and benefits for people" aims to upgrade the Center for Aerospace Observations (CA) - Ministry of the Interior and its development as a modern national centre with a monitoring network, analysis, forecasts and subsequent provision of the primary information obtained from sensors located in space, airspace and on the earth's surface for making timely and adequate management decisions in cases of emergencies.

  • The beneficiary of the program is the Ministry of Internal Affairs;
  • The total budget of the project is BGN 132 million, of which BGN 110 million is financed by the Recovery and Sustainability Mechanism.

Investment "Ensuring an adequate information and administrative environment for the implementation of the recovery and sustainability plan" aims at the unhindered implementation of the Plan and the improvement of the business environment and the services provided by the administration through activities that contribute to an information system for monitoring and training of the final beneficiaries and users of the reporting tool; the administrative capacity of the final recipients/CIS, including to the awardees of public contracts; and audit and control.

  • Beneficiaries of the program are the Administration of the Council of Ministers, the Directorate "Central Coordination Unit" (CCU) in partnership with the Institute of Public Administration (IPA); the Ministry of Finance and the National Fund Directorate;
  • The total budget of the project is BGN 14 million, of which BGN 12.4 million is financed by the Recovery and Sustainability Mechanism and BGN 1.6 million is financed by the state budget.

Investment "Strengthening, further development and upgrading of the Unified Information System of the Courts" aims to file a case online, to notify the other party to the case electronically, to pay the due court fees electronically, to publish the decisions at all levels in commercial cases online, all of which without the need to provide paper documents.

  • The beneficiary of the program is the Supreme Judicial Council;
  • The total budget of the project is BGN 23 million, of which BGN 19 million is funded by the Recovery and Sustainability Mechanism and BGN 4 million is funded by the state budget.

Investment "Digitalization of key judicial processes in the system of administrative justice" aims to optimize the work of magistrates and judicial officers from the system of administrative justice through the introduction and use of digital technologies in the processes, achieving savings in consumables and human resources in the administration and processing of files on administrative cases and a more ecologically oriented process of administration of justice, by reducing the paper document turnover and reducing the need to move documentation (subpoenas and files on administrative cases).

  • The beneficiary of the program is the Supreme Administrative Court;
  • The total budget of the project is BGN 8.5 million, of which BGN 7.1 million is financed by the Recovery and Sustainability Mechanism and BGN 1.4 million is financed by the state budget.

Investment "Transformation of the information and communication infrastructure (ICI) existing in the Prosecutor's Office of the Republic of Bulgaria (PRB) into a new type - fault-tolerant, redundant, productive and protected" aims to increase the effectiveness of investigations into corruption crimes. increase the computer qualification of prosecutors and investigators, thus creating prerequisites for the automatic electronic exchange of information between the PRB and other anti-corruption bodies in Bulgaria.

  • The beneficiary of the program is the Prosecutor's Office of the Republic of Bulgaria;
  • The total budget of the project is BGN 28 million excluding VAT with a source of funding from the Recovery and Sustainability Mechanism.

Investment "Improving the quality and sustainability of policies in the field of security and countering corruption and supporting the ecological transition" aims to introduce anti-corruption measures, incl. by developing ICT and reducing the role of the human factor; building a National intelligent security system for prevention and analysis of information in the field of public safety and improving citizens' access to digital public services as a result of the pandemic caused by COVID-19.

  • Beneficiaries of the program are the Ministry of Internal Affairs, Directorate "Communication and Information Systems" - Ministry of Internal Affairs, Main Directorate "National Police" - Ministry of Internal Affairs;
  • The total budget of the project is BGN 49 million, of which BGN 41 million is financed by the Recovery and Sustainability Mechanism. and BGN 9 million with a source of financing from the state budget.

Investment "Introduction of methods for alternative dispute resolution in the judicial system in Bulgaria - pilot introduction of mandatory court mediation; completion of the network of judicial centres in all district regions of the country; development of a strategy for the full use of other alternative dispute resolution methods will be carried out in two phases, the first of which focuses on the introduction of mandatory judicial mediation in pilot courts in the cities of Sofia, Varna, Pazardzhik and Pernik, in which there are already functioning judicial mediation centres, and the second - a creation of 15 new mediation centres to the district courts, where there are none, and expansion of the already existing 9 centres, outside the pilot courts, as well as the creation of 113 territorial divisions to all 28 judicial mediation centres mediation in district courts outside regional cities.

  • The beneficiary of the program is the Supreme Judicial Council;
  • The total budget of the project is BGN 1.6 million excluding VAT with a source of funding from the Recovery and Sustainability Mechanism.

Investment "Support of a pilot phase for the introduction of building information modelling in investment design and construction as a basis for digital reform of the construction sector in Bulgaria" contains a total of three (3) specific goals and seven (7) specific actions to achieve of the stake in the investment.

  • The beneficiary of the program is the Ministry of Regional Development and Public Works - Directorate "Technical Rules and Norms";
  • The total budget of the project is BGN 3.9 million excluding VAT.

Investment "Unified information system for territorial planning, investment design and construction authorization" aims to ease the administrative burden on citizens and businesses, as the technological time for performing services in the sector of spatial planning, investment design and putting into operation the completed ones will be significantly shortened. constructions and opportunities will be created to provide complex electronic administrative services.

  • The beneficiary of the program is the Ministry of Regional Development and Public Works;
  • The total budget of the project is BGN 3.5 million including VAT, of which BGN 2.9 million is financed by the Recovery and Sustainability Mechanism and BGN 0.7 million is financed by the state budget.

Investment "Digitization of information arrays in the administration, containing register data and e-authentication from registers" aims to fulfil the prerequisites for the wide provision of electronic and internal electronic administrative services, as well as complex administrative services, proactive services and "episodes of life" type services ', which will be achieved as much of the authentication process will be standardized and automated.

  • Beneficiaries of the program are the State Agency "Electronic Government" with partners the Registration Agency, the Agency for Geodesy, Cartography and Cadastre and the National Association of Municipalities in Bulgaria;
  • The total budget of the project is BGN 113 million, of which BGN 94 million is financed by the Recovery and Sustainability Mechanism and BGN 18 million is financed by the state budget.

Investment "Technological tool for better strategic planning and management of the implementation of national strategic documents" aims to upgrade the "Monitorstat" information system to a tool for strategic planning, for monitoring the implementation and accountability of all strategic documents at the central level.

  • The beneficiary of the program is the National Statistical Institute;
  • The total budget of the project is BGN 1.7 million, of which BGN 1.4 million is financed by the Recovery and Sustainability Mechanism and BGN 0.2 million is financed by the state budget.
