The component is part of the "Just Bulgaria" pillar and aims to improve the ability of the health system to guide public health activities, increase the resilience of the health system to shocks, as well as increase the population's access to quality and timely health care.

The component includes a total of six (6) reforms and seven (7) investments. The reforms unfold a variety of goals, some of which include updating the strategic framework of the "Health" sector, developing electronic health care and the National Health Information System, and improving access to primary and outpatient care.

Investment "Building a system for providing emergency medical assistance by air" aims to create a system for providing modern and qualified emergency medical assistance by air within the so-called "golden hour" with subsequent transport of patients and injured, if necessary, from and to any geographical point of the country, transporting patients between medical facilities and delivering medical equipment, blood, organs and drugs.

  • The beneficiary of the program is the Ministry of Health;
  • The total budget of the project is BGN 119 million, of which BGN 99 million is financed by the Recovery and Sustainability Mechanism and BGN 19 million is financed by the state budget.

Investment "National Digital Platform for Medical Diagnostics" aims to cover digital diagnostics in all medical specialities and create an opportunity to generate a digital image database and its secondary processing using validated machine learning algorithms.

  • The beneficiary of the program is the Ministry of Health;
  • The total budget of the project is BGN 28 million, of which BGN 23.5 million is financed by the Recovery and Sustainability Mechanism and BGN 4.7 million is financed by the state budget.

Investment "Improving the national system for emergency communications 112" aims to provide a quality European service Single European number 112 to provide assistance to citizens in need of help and increase the scope of the provided service through the progress and development of technologies, by creating a developing unified communication and information platform, the guarantor of security and trust of citizens.

  • Beneficiaries of the program are the Ministry of Internal Affathe IRS and the Ministry of Health. Directorate "Communication and Information Systems" - Ministry of Internal Affairs, Directorate "National 112 System" - Ministry of Internal Affairs, national emergency response services;
  • The total budget of the project is BGN 55 million, of which BGN 46 million is financed by the Recovery and Sustainability Mechanism and BGN 9 million is financed by the state budget.

Investment "Development of outpatient care" is aimed at improving public health and includes investments to strengthen and prioritize outpatient medical care in the country, providing for the creation of outpatient clinics and health-consulting units in settlements in regions with limited access to health care, with a minimum population coverage of 1,700,000 people.

  • The beneficiary of the program is the Ministry of Health;
  • The total budget of the project is BGN 84 million, of which BGN 70 million is financed by the Recovery and Sustainability Mechanism and BGN 14 million is financed by the state budget.

Investment "Modernization of medical facilities for hospital care" is aimed at strengthening the capacity of medical facilities for active treatment and inpatient care, which are key to the health system in the country. There are three main guidelines for investments in the project proposal, which are united in the general goal of increasing the accessibility and capacity of the health system and improving the health indicators of the country's population.

  • The beneficiary of the program is the Ministry of Health;
  • The total budget of the project is BGN 481 million, of which BGN 349 million is financed by the Recovery and Sustainability Mechanism and BGN 69 million is financed by the state budget.

Investment "Centers for interventional diagnostics and endovascular treatment of cerebrovascular diseases" aims to improve the conditions for interventional diagnostics and endovascular treatment of cerebrovascular diseases and to create conditions for postgraduate training of specialists in the field of endovascular treatment of cerebrovascular diseases in Bulgaria through the creation of a national network of high-tech cerebrovascular diagnostic and treatment centres ("stroke" centres) on the territory of the country.

  • The beneficiary of the program is the Ministry of Health;
  • The total budget of the project is BGN 128 million, of which BGN 107 million is financed by the Recovery and Sustainability Mechanism and BGN 21 million is financed by the state budget.

Investment "Modernization of psychiatric care in Bulgaria" aims to improve the conditions for interventional diagnosis and endovascular treatment of cerebrovascular diseases and to create conditions for postgraduate training of specialists in the field of endovascular treatment of cerebrovascular diseases in Bulgaria by creating a national network of high-tech cerebrovascular diagnostic and treatment centres ("stroke" centres) throughout the country.

  • Beneficiaries of the program are medical facilities for psychiatric care and medical facilities with open structures for psychiatric care, and the responsible institution is the Ministry of Health;
  • The total budget of the project is BGN 28.5 million, of which BGN 23.7 million is financed by the Recovery and Sustainability Mechanism and BGN 4.7 million is financed by the state budget.
